He finishes off the cookie, so his mouth is occupied and he can get away with a shrug for a moment while he tries to decide how to answer. In the end, he winds up with the equally non-committal, "I don't know." He tries to to up with something more, and all he can think of is the true but inadequate, "I don't know if I'll ever really be settled anywhere. I haven't had an actual place of my own for a really long time."
